National Requirements - Outline Applications

Under article 5(3) of the Development Management Procedure Order 2015, an application for outline planning permission must also indicate the area or areas where access points to the development will be situated, even if access has been reserved.

An applicant can choose to submit details of any of the reserved matters as part of an outline application or no details. If the applicant has indicated on the application form that matters relating to means of access, layout, scale, appearance or landscaping are not for consideration, the local planning authority will not treat them as part of the development in respect of which the application is being made - except insofar as they may provide evidence as to whether an acceptable scheme could be provided on the site. In those circumstances such details will be regarded as 'for illustrative purposes only'.
