Vehicle crossover terms and conditions

The following terms and conditions are applicable for vehicle crossovers:

  1. The application will not be processed without the application fee
    1. The application fee is £120, you must pay for your application within 14 days of submission, applications will not be assessed without payment, after 14 days the application will be deleted without any action been taken.
    2. a refused application will cost £60 (£60 refunded from the above payment with 10 working days of refusal)
  2. If the application is approved no works will commence until the installation fee have been paid
    1. to pay the agreed installation costs in advance of the works starting, Customers have 56 days to pay the installation fees from the approval date
    2. if 56 days lapse with no payment 7 additional days will be granted, if no payment is made a £60 refund will be issued as a refused request for non payment
    3. It's an offence under Sections 131 and 133 of the Highways Act 1980 for any person to unlawfully open the highway.
  3. Works to residential crossovers must be carried out by the Authority.
  4. The hardstanding served by the crossover shall be a minimum depth of 6 metres at right angles to the road across the entire width of the crossover.
  5. The minimum width of the crossover shall be 4.5 metres. The maximum width of the crossover shall be 6.4m metres.
  6. A 45-degree visibility splay over a distance of 2 metres shall be clear of obstructions over 0.6 metres in height to allow adequate visibility of pedestrians. A private drive is in the middle of the diagram and extends upwards at 90 degrees to the carriageway. Triangular shaded areas extend along the private drive and to either side for 2m. The shaded areas will remain private but be kept clear of obstructions to visibility over 0.6m in height.
  7. The maximum gradient of the crossover shall be 1:12 or 8%. The recommended gradient of the crossover is 1:20 or 5%.
  8. No surface water shall flow from the property onto the public highway. No surface water should be allowed to flow from the public highway onto the property. Adequate drainage shall be provided to collect any flow of surface water.
  9. No part of any vehicle parked on the property shall project onto or over the highway, including the crossover.
  10. Vehicles shall only access the property by driving over the vehicle crossover perpendicular to the highway.
  11. It's the responsibility of the applicant to check if planning permission is required,
    1. this will form part of the highway’s checks
  12. If a temporary crossover is required as part of a Demolition Environmental Management Plan (DEMP) or Construction Environmental Management Plan (CEMP), fees still apply
  13. If any additional licences or permissions are required for the works to take place, they must all have been granted before the works begin. This includes, but is not limited to, materials licences, and parking suspensions.
  14. Upon completion of the works, the crossover will be maintainable by the authority
  15. The crossover shall not be used by vehicles for a period of 24 hours after installation has finished
  16. Temporary crossovers shall be returned to the original highway layout when they're no longer required. These works shall not take place without a Vehicle Crossover Licence. If the temporary crossover is to be incorporated into a new or amended access arrangement, these works shall not take place without a Section 278 works agreement / commercial vehicle crossover licence.
  17. The crossover is not to be used as a parking space
  18. The applicant shall adhere to any additional or special conditions imposed by City of Bradford MDC on any crossover permission or licence.
