Introduction
The objective of vehicle licensing is to ensure that those vehicles licensed by the Council for the purpose of Hackney Carriage or Private Hire use are; suitable in type, size and design; in a suitable mechanical condition safe and comfortable.
A Hackney Carriage vehicle is defined by the Town Police Clauses Act of 1847 as:
“Every wheeled carriage, whatever may be its form or construction, used in standing or plying for hire in any street within the prescribed distance, and every carriage standing upon any street within the prescribed distance, having thereon any numbered plate required by this or the special Act to be fixed upon a hackney carriage, or having thereon any plate resembling or intended to resemble any such plate as aforesaid, shall be deemed to be a hackney carriage within the meaning of this Act; and in all proceedings at law or otherwise the term “hackney carriage” shall be sufficient to describe any such carriage”.
A Private Hire vehicle is defined by the Local Government Miscellaneous Provisions Act 1976 as:
“A motor vehicle constructed or adapted to seat fewer than nine passengers, other than a hackney carriage or public service vehicle or a London cab or tramcar, which is provided for hire with the services of a driver for the purpose of carrying passengers”.
All licences issued by Bradford Metropolitan District Council in connection with the driving and operation of Private Hire & Hackney Carriage vehicles are granted in accordance with the provisions of the Local Government Miscellaneous Provisions Act 1976, sections 47 and 48.
The 1976 act makes provision for the Council to attach conditions as they may consider reasonably necessary in order to maintain the safety benefits of the licensing regime. This vehicle Specification outlines the minimum requirements for both Hackney Carriage and Private Hire Vehicles.
This Specification takes effect as of the 27th March 2021 and shall apply to all vehicles being licensed as Hackney Carriage or Private Hire Vehicles by the City of Bradford MDC.
1. Statement of Intent
1.1 Bradford Metropolitan District Council are committed to ensuring that the public of Bradford and surrounding areas are provided with a Hackney Carriage and Private Hire Service which conforms to the required standard of safety and comfort.
1.2 The items listed in this specification are in addition to the DVSA Inspection Standards.
2. Vehicle Specification
2.1 Any vehicle to be licensed must have Category M1 (or equivalent) shown on the registration document. Converted vehicles must have one of the following certificates -European Whole Vehicle Type Approval / Individual Type Approval (IVA) or European low volume Type.
2.2 Vehicles presented for first licence after the 27th May 2021 must meet one of the following vehicle These categories of vehicles will meet the Clean Air Zone (CAZ) emission requirements. (see CAZ compliance table at Appendix 1)
- Hackney Carriage Euro 6 diesel / Euro 4 petrol or Euro 4 Petrol-LPG
- Private Hire Vehicles 4 passenger seats (Non-Wheelchair Accessible Vehicle) Euro 5/6 Petrol Hybrid or Euro 5/6 Petrol-LPG
- Private Hire Vehicles (Wheelchair Accessible Vehicle) Euro 6 diesel / Euro 4 petrol or Euro 4 Petrol-LPG
- Private Hire Minibus 5-8 seats (Non-Wheelchair Accessible Vehicle) Euro 6 diesel / Euro 4 petrol or Euro 4 Petrol-LPG.
2.3 The vehicle is to be Right hand drive only
2.4 Colour (with the addition of the approved livery described in S19 of this document):
- Hackney Carriage Vehicles must be single white
- Private Hire Vehicles must be one single colour other than white
2.5. The vehicle must have four road wheels with manufacturer’s recommended size wheels and tyres in a safe and serviceable condition. Remould tyres are not acceptable.
2.6 The vehicle must have a spare wheel or a means of inflation.
2.7 The vehicle must have at least four passenger doors including the driver’s door, which can be opened from the inside and the outside. These can be hinged or sliding doors.
2.8 Doors must be capable of being opened outwards from the near and offside of the vehicle to an angle of at least 60 degrees or slide open to their fullest extent.
2.9 The window glass fitted must conform to current DVSA conditions. Retro fit film/spray tints will not be permitted.
2.10 Vehicles are to be presented in a clean, tidy and mechanically sound condition, both internally and externally, in accordance with DVSA conditions (see DVSA MOT testers manual)
2.11 Manufacture’s gross vehicle weight for the tyres and suspension actually fitted to the vehicle must be sufficient for the minimum payload equal to a full fuel tank, the driver and the number of passengers for which a licence is requested (at 70kg per person) and luggage (at 20kg per passenger) and where propane or Liquid Petroleum Gas is used as the vehicle fuel, the weight of extra equipment must be within the gross weight limit.
2.12. A reflective warning triangle must be readily available at all times.
2.13 In addition to this specification see Conditions and Procedures booklet as additional conditions will apply to both Hackney Carriage & Private Hire Vehicles and their Proprietors.
3. Maximum age of existing vehicle licences
3.1. Vehicles compliant with the requirements of 2.2 of this specification, can remain licensed up to a maximum of 15 years of age from first registration. These vehicles can be any age at first licence.
3.2 Any vehicle licensed in accordance with the Councils previous vehicle specification, can remain licensed to 10 years from date of registration*.
3.3 Vehicles that are wheelchair accessible, licensed under the Councils previous vehicle specification that do not meet the requirements of 2 of this specification will be licensed to a maximum age of 12 years from date of registration*.
* Subject to the vehicle passing an annual inspection, any subsequent random inspection and providing the vehicle remains in licence with the same proprietor.
4. Seating
4.1 Seating should be for at least four adult size passengers, but not more than eight passengers in addition to the driver.
4.2 The vehicle must have seat belts fitted to all forward and rear facing seats.
4.3 Rearward facing seats over or rearward of the rear wheels and axle(s) having normal access only through the rear doors will Not be permitted.
4.4 Sideway mounted seats and bench type seating will Not be permitted.
4.5 Size requirement is 16 inch (approximately 40cm) per person, measured between the closest points or the arm rests.
4.6 There must be a minimum of 32 inches (approximately 81cm) headroom for all passengers measured from the rear of the seat cushion to the roof lining.
4.7 There must be a minimum of 7 inch (approximately 18cm) legroom for all passengers measured from the front edge of the seat to the rear of any seat, dashboard or internal panel in front.
4.8 Any seat that faces the rear must be fitted with a headrest.
4.9 Purpose made removable seats shall be permitted to allow for Wheelchair access but must not be stowed on the vehicle.
4.10 Conference seating shall have not less than 1300mm between the opposing backrests and the gap between the front edges of opposing seat cushions shall be not less than 425mm.
4.11 All seats shall have a minimum cushion height of 305mm measured from the floor of the vehicle to the top of the seat cushion at its forward edge.
4.12 Any additional/modified seats or seat tracking must comply with the seatbelt installation regulation in force at the time of inspection and an IVA certificate issued.
5. Steps
5.1 These requirements are for all doorways used for passenger access and egress.
5.2 Any step either fixed or retractable must be permanently secured to the vehicle at the point of entry.
5.3 There must be no more than 3 steps into the vehicle.
5.4 The height of the first step from the ground at all entrances and exits must not exceed 250mm.
5.5 All other steps must be within the vehicle and be between 120mm and 200mm high, consistent to within 10mm.
5.6 All steps must be at least 400mm wide and 200mm deep and must not have open risers.
5.7 The surface of all steps must be slip Step nosing must be designed to minimise risk of tripping and must be in a contrasting tone and colour(s).
6. Ramps for wheelchair access
6.1 A single ramp must be suitable for the vehicle it is being used for.
6.2 The ramp should provide a surface of at least 700mm wide available for a wheelchair.
6.3 A ramp must not exceed 1900mm in length when fully deployed.
6.4. When the ramp is deployed onto the road the ramp slope must not exceed 1 in 4 (25%).
6.5 In all cases it must be possible to deploy the ramp onto both a level road and a 125mm high kerb.
6.6 Where this gradient cannot be met then the Licensing Manager is authorised to grant an exemption in exceptional cases if the safety standards are complied with and the ramp is part of the manufacturer’s specification for the vehicle.
6.7 When in use the ramp must be securely located at the point of wheelchair entry.
6.8 The surface of all ramps must have a slip resistant finish. All outer edges must be clearly marked in a contrasting tone and colour.
6.9 When deployed the ramp must be in one piece.
6.10 The ramp shall have a minimum safe working load of 300kg and be tested to 10% overload and a certificate obtained from the manufacturer/installer.
6.11 Ramps and fittings shall comply with British standards 6109.
6A. Dual Ramp
6A.1 A dual ramp must be suitable for the vehicle it is being used for.
6A.2 Each ramp shall be fitted with a double fixing point securely located at the point of wheelchair entry.
6A.3 When the ramp is deployed onto the road the ramp slope must not exceed 1 in 4 (25%).
6A.4 In all cases it must be possible to deploy the ramp onto both a level road and a 125mm high kerb.
6A.5 Where this gradient cannot be met then the Licensing Manager is authorised to grant an exemption in exceptional cases if the safety standards are complied with and the ramp is part of the manufacturer’s specification for the vehicle.
6A.6 The surface of all ramps must have a slip resistant finish. All outer edges must be clearly marked in a contrasting tone and colour.
7. Powered access lifts for wheelchair access
7.1 The lift platform must be not less than 750mm wide, and not less than 1200mm long.
7.2 When raising and lowering the platform and while the platform is in the raised position, a device not less than 100mm in height must come into operation to prevent the wheelchair from rolling off.
7.3 The vertical operating speed of the platform must not exceed 0.15m/s.
7.4 The lift must be capable of reaching the ground.
7.5 The controls must allow the driver to operate the lift while travelling on the lift platform with the passenger.
7.6 The lift must have a minimum safe working load of 300kg and operate under normal conditions without undue deflection and comply with current legislation i.e. “Lifting Operations and Lifting Equipment Regulations (LOLER)”
8. Wheelchair Restraint(s) / Passenger Safety Equipment
8.1 A system for the effective anchoring of wheelchairs shall be provided within the vehicle for all spaces designated as a wheelchair space.
8.2 The system and the devices used to secure the wheelchair to the vehicle shall comply with the strength requirements for M1 standards laid down in the European Directive76/115 EC.
8.3 Wheelchair(s) must only face forward or rearward when the vehicle is in motion.
8.4 A full set of restrains shall be available in the vehicle for each wheelchair capable of being carried as permitted by the vehicle licence.
9. Wheelchair space
- Vehicles shall have a designated floor space for wheelchair(s) of at least 1200mm by 700mm (measured front to back and side to side) with a minimum headroom of 1350mm (measured from the floor of the vehicle for each wheelchair user).
- The floor area shall be immediately adjacent to a vehicle door fitted with the wheelchair access equipment to allow a wheelchair user to enter the vehicle with minimum manoeuvring, whilst maintaining safe access / egress for other users.
10. Access and Egress
10.1 The wheelchair access equipment shall be fitted to the nearside doorway or rear doorway.
10.2 Rear access doorway will also require suitable independent warning signs and markers.
10.3 The wheelchair access equipment shall be fitted such that it terminates at the interior floor level so as to allow for a smooth entry & exit without the need to negotiate any step etc.
10.4 The door entrance into which access equipment is fitted shall have a minimum clear headroom in its central third or 1200mm.
10.5 The measurement shall be taken from the upper centre of the aperture to a point directly below on either the upper face of the fully raised lift platform or the upper face of the ramp when fully deployed on level ground.
10.6 The door entrance into which the access equipment is fitted shall have a minimum clear unobstructed opening width of 750mm at and below window height.
10.7 Passenger entrance and exit doors must be capable of being opened from within the vehicle when locked externally and installed with a mechanism that holds the door(s) open.
10.8 There shall be a minimum of two means of exit from the passenger saloon behind the driver for use in emergency situations. The means of exit shall be free of any obstructions reachable from all parts of the rear passenger compartment. Any gap through which a passenger can be expected to pass shall be of a minimum width of 400mm through which an adult can pass freely in a normal manner without undue difficulty. High visibility handrails shall be fitted in appropriate positions in all passenger access doorways.
11. Rear Access Doorway and Obligatory Rear Lights
11.1 Open rear access doors shall not obscure obligatory rear lights and shall have a minimum access width of 750mm at and below window height and not represent a hazard to members of the public.
12. Passenger Bulkhead / Drivers Safety Screen
12.1 A bulkhead / drivers safety screens are acceptable and if fitted it shall be full width and height and Installed directly behind the driver’s The upper section of the screen shall consist of a clear vision panel sufficient for the driver to be able to see a substantial amount of the passenger saloon which must include vision of all access doors.
12.2 An identifiable means of payment shall be incorporated into the screen to enable payment to be made from within the vehicle.
12.3 The bulkhead / safety screen shall be complete and prevent access into the driver’s compartment from the passenger saloon.
12.4 The vision panel of the screen shall be constructed of safety glass without tint to the standard required for windscreens. Or any clear material with at least the same impact resistance and safety qualities as that of safety glass.
12.5 Where seats are mounted onto the bulkhead or a wheelchair is secured against it a seatbelt installation check will be carried out.
12.6 A safety screen must allow verbal communication between the driver and passenger by way of an intercom system which can be operated by the passenger and an induction loop facility must also be installed and clearly signed for the use of passengers with hearing difficulties.
12.7 Where a bulkhead screen is fitted there must be an adequate means of heating the saloon area to ensure passenger comfort at all times.
13. Interior lighting
13.1 Interior lighting shall be fitted within the passenger saloon sufficient to illuminate the whole area. The light(s) shall be switched such that they may be turned on and off from both the driving and passenger compartments and shall operate automatically when the door is opened.
13.2 A means of illuminating the entrance steps at all access doors into the passenger compartment shall be fitted and switched such that they operate automatically when a door is opened.
14. Luggage
14.1 The vehicle must be able to carry a reasonable amount of Luggage should be safely secured and not stored in such a way to hinder access to any doorway.
15. Vehicle Bodywork
15.1 Bodywork panels and bumpers are to be clearly visible and have no sharp edges or insecure/missing panels. There are to be no scratches above 150mm in length or dents above 75mm in diameter. There are to be no heavy scuffing/abrasions or deformation or cracks to bumpers. Visual aids which clarify body panel damage are available in the Inspections Bay, please use these and discuss any concerns you may have with a competent person (see explanation below).
15.2 Where a vehicle has: single or multiple damages in excess or above; or damage that is not in accordance with fair wear and tear for its age; or damage or fitments could either cause concern or be a potential hazard to a customer; or damage which detracts from an overall professional appearance then the vehicle examiner will consider the vehicle as being unacceptable for service.
15.3 When a vehicle is deemed unacceptable for service due to bodywork damage the driver will receive both an explanation using the visual aid examples as appropriate and a brief written summary. If you are not satisfied with the Inspectors decision, please do not remonstrate with the Inspector but instead request a second opinion from a “competent person” whose names are published on the Reception window.
16. Vehicles Already Licensed
16.1 Vehicles licensed before the implementation date of this policy shall remain compliant with the specification in place when the vehicle was first licensed. Such vehicles must remain in continuous licence with the same proprietor. The vehicles licence is non-transferable between Proprietors.
17. Modifications to Existing Licensed Vehicles
17.1 Any modification to an existing licensed vehicle must be approved by the hackney carriage service in accordance with the following:
- A written application must be made to the hackney carriage and private hire service for authority to modify a vehicle.
- The application must include details of intended modifications / conversion and the dates of the works
- Subject to above, written authority may be A licensed vehicle may not be modified without written authority.
- Vehicles undergoing major modifications, such as alterations to become wheelchair accessible will require Individual Vehicle Approval (IVA) testing and certification.
- LPG conversions must be completed in accordance with UKLPG Approved Installers Scheme and appropriate certification must be issued for the installation. All other conversions must be technologies that are approved under the Clean Vehicle Retrofit Accreditation Scheme (CVRAS).
- Whilst a vehicle is off the road for the works to be carried out and for it to be IVA inspected, it will be suspended from use.
- Once the works have been completed and appropriate certification issued it must undergo a vehicle safety inspection at Shearbridge before its licence may be reinstated.
Important: In addition to this Specification, please refer to the Conditions and Procedures booklet as additional conditions also apply to both Hackney Carriage & Private Hire vehicles.
Failure to take into account the requirements of this Specification and the conditions listed in the Conditions and Procedures booklet may result in the vehicle being refused a licence.
18. Vehicles Submitted for Test / Inspection
18.1 Vehicles presented for inspection in a dirty condition will not be tested.
18.2 Vehicles identified as being in an unsafe mechanical condition may be subject to retest fees.
18.3 If a vehicle is identified as illegal/unsafe during any inspection, the vehicles Proprietor, Driver and/or Operator may be subject to Enforcement action including suspension/revocation of Private Hire/Hackney Carriage license(s) and/or prosecution.
19. Vehicle Livery
19.1 Vehicles are to be presented for inspection fitted with the appropriate livery fitted.
19.2 Only obligatory signs and approved advertising in line with the Council's Advertising Policy may be displayed on / in a licensed vehicle.
Hackney Carriage:
A ‘No Smoking’ sign must be displayed in the passenger area of the vehicle.
- Permanently secured decals of a single diagonal green on both front entrance doors stripe together with the Council’s Crest and vehicle plate number.
- 2 side and 1 rear TAXI sticker
- A wheelchair ‘logo’ sticker
- Illuminated roof signage displaying the word “TAXI”
- Front and rear windscreen visors may be authorised by the Licensing Service on application.
Private Hire:
A ‘No Smoking’ sign must be displayed in the passenger area of the vehicle.
19.3 Side Facing Decals.
- The Side Decals must be approved by the Hackney Carriage and Private Hire Service and will be supplied by the Private Hire Operator.
- Vehicles shall display Permanently fixed side decals of maximum A3 size minimum A4 fixed on either each front or rear doors.
- The decals shall indicate the name of the Private Hire Operator and the words ‘PRIVATE HIRE’ and ‘PRE BOOKING ONLY’
19.4. Front and rear visors.
- The Visor must be approved by the Hackney Carriage and Private Hire Service and will be supplied by the Private Hire Operator.
- Visors are to be fitted at the top of the front and rear windscreens Full width of screens and unbroken with blue background and white lettering.
- Visor maximum depth 76mm / 3inches giving the name of the Operator and ‘Private Hire’ with consistent characters and width and legible at a reasonable The wording of ‘Private Hire’ may be compressed slightly.

LPG requirement
All petrol vehicles converted to LPG must be completed in accordance with UKLPG Approved Installers Scheme (PDF). Certification/evidence must be produced on application for a licence.
All diesel vehicles converted to LPG must be with technologies that are approved under the Clean Vehicle Retrofit Accreditation Scheme (CVRAS). Certification/evidence must be produced on application for a licence.
Note regarding other CVRAS technologies for Hackney Carriage and Private Hire Vehicles
Proprietors of certain makes and models of wheelchair accessible vehicles and minibuses should be aware that there are CVRAS approved retrofit technologies to upgrade Euro 5 diesel vehicles to Euro 6 Standard. All vehicles retrofitted with CVRAS approved technologies (PDF) will be compliant for the Clean Air Zone.
