The Brownfield register - information note

Brownfield Land is defined in Annex 2 of the National Planning Policy Framework (2012) as: "Land which is or was occupied by a permanent structure, including the curtilage of the developed land (although it should not be assumed that the whole of the curtilage should be developed) and any associated fixed surface infrastructure. This excludes land that is or has been occupied by agricultural or forestry buildings; land that has been developed for minerals extraction or waste disposal by landfill purposes where provision for restoration has been made through development control procedures; land in built-up areas such as private residential gardens, parks, recreation grounds and allotments; and land that was previously-developed, but where the remains of the permanent structure have blended into the landscape in the process of time."

The register should include sites which are a minimum of 0.25ha or considered capable of accommodating at least 5 homes, be suitable for residential development, be available for development subject to any necessary approvals and be achievable and generally constraint free.

The Register includes:

  • Sites which comprise land, buildings or both within the Bradford District of at least 0.25ha with unimplemented planning permission for residential development
  • Sites which comprise land, buildings or both within the Bradford District of at least 0.25ha which are suitable and where a landowner has indicated that the land is available and suitable, unused sites where the owners' short term intentions are not clear but which could be brought to the market immediately. These sites have been included to flag these opportunities to small and medium sized developers and facilitate regeneration.
  • Sites of less than 0.25 ha which either have permission or are considered to be capable of accommodating at least 5 homes. Such sites include many in the city and town centre locations which include buildings on small footprints where the building can be converted into apartment units or small sites in urban areas where the local development form is typically terraced/town house style housing or the site is suitable for apartment style development.
  • Information on the location, size and planning history of the site including details of any planning approvals which were valid at 1 December 2020.

The Register does not include:

  • Brownfield sites which are not currently considered to be suitable, such as sites which may be adversely affected by a constraint such as a hazardous installation protection zone, significant flood risk.
  • Sites which are believed to be under construction
  • Sites considered to be unavailable for residential development, such as: land/building in active use for an alternative form of development; with a recent planning approval for alternative use; owner confirmation that the site is not available.

Notes

The sites included in this register are derived from the Council's Land Availability Assessment (LAA), with an update to be published as part of the evidence base of the Local Plan. Over time, further new sites will be added and others removed from the register as circumstances change.

Site yields referred to in the table are provided for information only and the final site capacity will be determined through planning approval which in some cases may be lower or higher than the minimum threshold. 

The Local Plan may allocate many of the sites identified in the 2020 register that still remain undeveloped, together with other brownfield sites at the Local Plan site threshold of 0.20ha.
