6. Proposed Modifications (July 2017)
Consultation Period for Proposed Modifications is Wednesday, 5 July till Wednesday, 16 August 2017.
The Council submitted the Bradford City Centre Area Action Plan (BCCAAP) to the Secretary of State on Friday, 29 April 2016, for examination in public by an independent Planning Inspector.
The Secretary of State then appointed Ms Louise Nurser BA (Hons) Dip UP MRTPI to undertake the examination into the Bradford City Centre Area Action Plan (BCCAAP).
The Bradford City Centre Area Action Plan (BCCAAP) has now been examined by the independent Planning Inspector whose role is to assess whether the plan has been prepared in accordance with the Duty to Cooperate, legal and procedural requirements, and whether it is sound.
As part of the examination process, the Inspector has issued a number of Matters, Issues and Questions (MIQs) relating to the legal compliance and soundness of various parts of the Plan. The Council has issued responses to all the MIQs raised by the Inspector, some of which have resulted in a number of modifications being proposed. Alongside these modifications, the Inspector has also suggested a number of modifications to address any outstanding issues, which the Council have accepted and incorporated into the overall Schedule of Modifications.
As required under the Town and Country Planning Regulations 2012, the Council is now undertaking a 6 week public consultation on the Schedule of Modifications.
Alongside the Schedule of Modifications, the Sustainability Appraisal Addendum will be published, which will detail the potential impacts of the modified policies.
It is important to point out at this stage that representations on the Modifications must relate to test of soundness:
- Positively prepared
- Justified
- Effective
- Consistent with national policy

- Town Halls and One Stop Shops: Keighley and *Ilkley (*By appointment only)
In addition to the proposed Main Modifications, there are a number of other, minor changes to the Bradford City Centre AAP and Policies Map, which the Council proposes to make. These "Additional Modifications" do not affect the soundness of the plan, but are concerned with ensuring that the text of the plan is as up to date and accurate as possible. It should be noted that the Planning Inspector is not responsible for any Additional Modifications and therefore the Inspector will not be involved in any correspondence regarding the Proposed Additional Modifications.
