Van permits for Household Waste Recycling Centres
Why do I need a permit?
Commercial type vehicles and large trailers (over 1.5m), regardless of the type of waste, will not be allowed to tip at any of the Bradford District Household Waste Recycling Centres, unless they have a valid permit. The permit system is designed to prevent commercial waste being disposed of at these centres and to ensure that businesses meet the proper costs of disposing of their waste.
The permit system also aims to prevent people from outside the district disposing of their commercial waste without paying, which is a problem that has increased since neighbouring authorities imposed similar systems at their centres. Household Waste Recycling Centres are provided by Bradford Council for Bradford householders to dispose of their own household waste.
What permit do I need?
There are three different permits available.
- Annual permit- for householders who use a commercial-type vehicle, registered only for private and domestic use, as their only form of private transport. This allows regular use of Household Waste Recycling Centres.
- Temporary permit - will allow three visits in a 12 month period for people using a hired or works vehicle. Temporary Permits will expire 14 days after the issue of the permit.
- Recycling permit - for people using vehicles registered for commercial or business purposes who wish to dispose of significant amounts of clean uncontaminated cardboard waste.
Am I eligible for a permit?
If you can answer yes to both these questions you would be eligible for a permit.
- Do you live in the Bradford District and pay Council Tax to Bradford Council?
- Will you be bringing your own household waste from your own home?
Permits will last for one year and will need to be renewed annually
How do I get a permit?
You must apply in person at:
- Bowling Back Lane Household Waste Recycling Centre or
- Keighley Transfer Station
You can apply Monday to Friday only, from 8am to 12 noon and from 12.30pm to 4pm. Permits will not be issued outside these times.
Please note that Council Tax bills and driving licences must show the same address.
Annual permit
You will need to bring proof that you own the vehicle and live in the district (all three documents must show the same name and address):
- driving licence
- current Council Tax bill (digital or physical)
- Vehicle Registration Document.
Anybody wishing to use the annual permit must reside at the same address and be present to sign an agreement during the application. Permits will not be issued without the three above documents.
Temporary permit
You will need to bring proof that you live in the district, and have permission to use the vehicle:
- driving licence
- current Council Tax bill (digital or physical)
- Hire Agreement or letter of permission from the owner of the vehicle
Residents wishing to use a vehicle belonging to a business must produce a letter of permission from the owner of the vehicle, stating that the named customer has permission to use the vehicle for the transportation and disposal of the applicants own domestic waste.
Recycling permit
These permits are reserved for business who only want to deliver waste of a recyclable nature to the Council’s HWRCs (clean cardboard, glass and scrap metal).
You will need to bring proof that you own the vehicle and that your business is located within the district.
- driving licence
- current Council Tax (business rates) bill.
- Vehicle Registration Document.

Permit renewals
Permits are valid for one year from the date of the application. To renew an expired permit, a full application must be resubmitted.
Frequently asked questions
Can I use my firm’s van to access the Centres?
Yes, you may use your firm's van but in addition to the information detailed above, you will require a letter from your employer giving permission to use the vehicle to move your domestic waste, in place of the vehicle registration document. Please note that only household waste will be accepted. Similar materials to that produced by the company will be regarded as commercial waste and will not be accepted. Can I use a hired vehicle to access Household Waste Centres?
Yes, hired vehicles will only be issued with a temporary permit. Permits will be issued on production of a copy of the Hire Agreement plus your Council Tax bill and driving licence. Up to three temporary permits may be issued in any 12 month period. Please see the temporary permit section above.
My friend has a van and lives in the district, can I use their Annual Permit?
No. Annual Permits are only to be used by those who reside at the address that the permit was issued to and are named on the permit disc. However, with the owners permission, you may borrow the vehicle to dispose of your own waste. Please see the Temporary Permit section above.
Other information
- If you want to use your private vehicle to take your waste to one of the Household Waste Recycling Centres you will need a residents permit.
- Waste sites will continue to accept waste from businesses in the Bradford district subject to appropriate payment.
- Traders can dispose of trade waste on payment of the appropriate fee at Bowling Back Lane or Keighley. The Council provide a commercial collection service on request.
