Find out if you are eligible for a CAT Programme grant (non-fully electric)

Thank you for showing an interest in the Clean Air Taxi Grant Schemes. Due to the popularity of these schemes, all available funding has been allocated and therefore we are unable to accept any new grant applications at this time. If and when further funding is made available to these schemes, the application process will be opened again.

If you have already applied for a Clean Air Taxi Grant your application will still be considered. The freeze on new applications will not affect your application.

Eligibility criteria for the Clean Air Taxi (CAT) Programme (non-fully electric vehicle upgrades)

Grants of up to £5,000 per vehicle are still available for the replacement or retrofit upgrade of non-compliant vehicles which are licensed with Bradford Council.

The required vehicle standards and grants available are:

Please be aware that it is the responsibility of the grant applicant to ensure that a replacement vehicle or retrofit solution meets the minimum standards of the Bradford Clean Air Zone.

If you are unsure of the Euro standard of a vehicle, we advise that you contact the DVLA to clarify that a vehicle is of the correct standard prior to purchase.

'Like for like' replacement vehicles

Grants will only be awarded where a replacement vehicle is a ‘like for like’ replacement, in accordance with the table below:

If you do not replace your vehicle with an approved replacement vehicle option as above, your grant application will be rejected or, if the grant has been paid in advance, you will be required to pay the whole grant award back.

I have more than one vehicle

If you are the proprietor of more than one licensed vehicle, you can apply for multiple grants. A separate application is needed for each vehicle you wish to apply for. You must, however, remain under the Subsidy Control amount of £315,000 of public funding over a three-year period.

The eligibility criteria

About you

  • You must be a licensed vehicle proprietor with Bradford Council and have been licensed prior to 27 May 2021
  • The grants are aimed at all vehicle proprietors, licensed by the Council prior to 27 May 2021, who would like to change or upgrade their non-compliant vehicle for a CAZ compliant vehicle.
  • The grants are also available if you are a vehicle proprietor and you have upgraded your non-compliant vehicle on, or after, 18 February 2020 and your compliant vehicle has been licensed continuously ever since.

The vehicle

  • Your non-compliant vehicle must not have been previously subject to a grant from Bradford Licensing Service or any other licensing authority
  • Your non-compliant vehicle must have been owned by the person making the grant application prior to 27 May 2021
  • Where a replacement vehicle is purchased, your non-compliant vehicle must be removed from license once the replacement vehicle is licensed.
  • The replacement, or retrofitted vehicle, must meet the minimum standard for the Clean Air Zone.
  • Replacement compliant vehicles must be made on a ‘like for like’ basis.

After the grant is awarded

  • You must retain ownership of the compliant vehicle for a minimum of 2 years from the date the Grant Agreement is signed and returned.
  • Your compliant vehicle must remain licensed by you with the Bradford Licensing Service for a minimum of 2 years, from the date the Grant Agreement is signed and returned.
  • You agree to provide supporting evidence of continued compliance during the 2 years after the award, on request.

Taxi grants paid after the upgrade of the vehicle

Grants for the purchase of CAZ compliant replacement vehicles, LPG conversions or CVRAS approved retrofit technologies can be paid after the purchase has been completed.

To apply, you need to have:

  • The V5c document for the non-compliant vehicle
  • Proof of your Identity (valid passport or driving licence)

If the application is approved, an agreement in principle will be sent to advise you of the maximum grant that is available to you. You will be asked to provide:

  • Proof of purchase of your replacement compliant vehicle or retrofit upgrade
  • The V5c document for the replacement vehicle or retrofitted vehicle

If your replacement or retrofitted vehicle meets the Clean Air Zone standard and is a ‘like for like’ replacement for your non-compliant vehicle, your grant offer will be sent in the Grant Agreement (terms and conditions).

You must sign and return the Grant Agreement before the grant can be paid.

Grant payments are paid to the applicant’s bank account or the business bank account through a BACS payment. We cannot consider payment to a third party.

Taxi grants paid in advance - important information

Grants for the purchase of a replacement compliant vehicle can be paid in advance of the purchase where the grant recipient agrees to sign a Delicensing Agreement (surrender form) for their existing non-compliant vehicle. Please note, grants in advance are not available for LPG conversions or CVRAS retrofits to existing vehicles.

To apply, your existing vehicle must still be licensed with Bradford Council at the time of application and at the point at which the grant can be paid.

You need to have:

  • The V5c document for the non-compliant vehicle
  • Proof of your Identity (valid passport or driving licence)

Once your application has been approved, you will be sent:

  • The Grant Agreement (terms and conditions) document for receiving a grant in advance.
  • The vehicle Delicensing Agreement (surrender form)

(The Delicensing Agreement confirms that your existing non-compliant vehicle will be removed from license after 4 months* if you have not bought and licensed a replacement vehicle and delicensed your existing vehicle within 4 months* of the date the Grant Agreement (terms and conditions) are sent to you.)

You must sign and return both the Grant Agreement and Delicensing Form. The grant payment will not be made until after both documents have been returned.

Once all documents have been received the grant will be paid to the applicant’s bank account or the business bank account through a BACS payment.

Within 4 months* of the date the Grant Agreement have been sent to you, you will also need to provide:

  • Proof of purchase of your replacement ‘like for like’ compliant vehicle
  • The V5c document for the replacement vehicle

Please be aware, you may be invoiced for the return of part or all the grant funds if:

  • If you do not use the full grant award to purchase your replacement vehicle
  • If you do not provide the proof of purchase of your compliant vehicle, V5C and licensing documents for the replacement vehicle.
  • If you do not purchase a ‘like for like’ replacement vehicle.

* This 4 month deadline cannot be extended under any circumstances. If you do not believe you are able to complete the purchase and licensing of a replacement vehicle within this timescale, please do not apply for a grant in advance.
