Clean Air Fully Electric Taxi Grant Programme

Thank you for showing an interest in the Clean Air Taxi Grant Schemes. Due to the popularity of these schemes, all available funding has been allocated and therefore we are unable to accept any new grant applications at this time. If and when further funding is made available to these schemes, the application process will be opened again.

If you have already applied for a Clean Air Taxi Grant your application will still be considered. The freeze on new applications will not affect your application.

Eligibility Criteria for the Clean Air Taxi (CAT) Programme (fully electric vehicle upgrade only)

Bradford Council has funding of £4.1m for applicants to upgrade their licensed vehicle to a fully electric vehicle.

Grants of up to £10,000 per vehicle are available for running costs of a fully electric vehicle licensed with Bradford Council.

What are EV running costs?

The grant can be used towards any costs including payment of EV lease instalments, EV finance or loan instalments, the cost of electricity and/or charging infrastructure, vehicle maintenance, license costs etc.

Eligibility criteria

About you

You must be a proprietor of a licensed vehicle with Bradford Council and meet one of the following criteria:

  • If you have a vehicle which is not compliant with Bradford Clean Air Zone (CAZ) standards
    • Your vehicle must be licensed at the time you submit your grant application with Bradford Council and have been licensed continuously since on or before 26 May 2021.
  • If you have a vehicle which is compliant with Bradford CAZ standards (but not a fully electric vehicle)
    • Your vehicle must be licensed at the time you submit your grant application with Bradford Council and have been licensed continuously prior to 30 November 2023.
  • Leasing companies are not eligible to apply.

Retrospective applications

If you have already upgraded to a fully electric vehicle since 18 February 2020 and not yet applied for a grant, you may still be eligible for a grant.

If you have already upgraded to a fully electric vehicle since 18 February 2020 and received a grant at the previous rate of £6,000 over two years. You may be eligible for a top up payment to the new grant level of up to £10,000. You do not need to apply for this. The grants team will contact you directly if you are eligible for a top up payment.

I have more than one vehicle

You can only apply for one vehicle that is owned by you and licenced to you that you use for your own private hire/taxi use and not for any business use. If you have more than one licenced vehicle that you use for business use (renting/hiring ect) these vehicles will not be eligible for a grant. If the licenced vehicle is being leased for a minimum of 2 years, the person leasing the vehicle can apply.

How much grant can I apply for?

The grants available depend on if you have previously been awarded a CAT grant for the vehicle you wish to replace with an EV.

EV running costs grants are paid in two equal annual instalments. The first instalment is paid on completion of the grant assessment and the second is paid 12 months later subject to ongoing compliance with the grant agreement

The replacement fully electric vehicle (EV)

The EV can be either owned by the applicant or on a long-term lease (minimum lease 2 years at the time the Grant Agreement is signed and returned)

The EV must be a ‘like for like’ replacement vehicle. i.e. if your current vehicle is a wheelchair accessible PHV, the replacement EV must also be a wheelchair accessible PHV. Please see table below for ‘like for like’ replacement options:

If your replacement EV does not meet the ‘like for like’ requirements above, your grant application will be rejected.

After the grant is awarded

  • You must retain ownership of the vehicle for a minimum of 2 years (or in the case of electric vehicle running cost grants, have leased the vehicle for a period of 2 years from the date the agreement was signed and returned).
  • Your EV must remain licensed by you with the Bradford Council Licensing Service for a minimum of 2 years.
  • You agree to provide supporting evidence of continued compliance during the 2 years after the award, on request.
  • Grant payments will be subject to recovery for non-compliance of the terms and conditions.

To apply, you need to have:

  • The V5c document for your existing non-compliant vehicle or compliant vehicle which is being replaced by the EV.
  • Proof of your Identity (valid passport or driving licence)

If the application is approved, an agreement in principle will be sent to advise you of the maximum grant that is available to you. You will be asked to provide:

  • Proof of purchase, or minimum two-year lease, of your replacement fully electric vehicle (EV)
  • The V5c document for the replacement EV.
  • Proof that your previous vehicle has been removed from license and is no longer owned by you.

If the replacement EV is a ‘like for like’ replacement for your previous vehicle, your grant offer will be sent in the Grant Agreement (terms and conditions).

  • You must sign and return the Grant Agreement before the first instalment of the grant can be paid. (50% of the maximum grant payable)
  • Grant payments are paid to the applicant’s bank account through BACS payment or the business bank account if the Vehicle licensee is in a company name. We cannot consider payment to a third party.
  • 1 year after the first instalment the grants team will check that you are still eligible for the grant and the second instalment will then be paid. (Remaining 50% of the grant payable)

I want to upgrade to an EV, but I have received a grant for my current vehicle in the last 2 years.

If you wish to apply for an EV running costs grant but you are still within the 2-year compliance period of a previous grant award (non-EV grants only) you can still apply for an EV running costs grant.

Once your application for an EV running costs grant has been received, the grants team will contact you to advise you further.
