The Clean Air Heavy Duty Vehicle (HDV) Grant Programme has additional limited funding to help local companies (SMEs) and charities to upgrade their vehicles to meet the Clean Air Zone (CAZ) standards. Charities, Educational Establishments, Community Transport Operations and businesses classed as Small/Medium sized enterprises (including self-employed/sole traders) based within the Bradford Metropolitan District are eligible to apply.

The grant is for the replacement of Heavy Goods Vehicles, non-scheduled buses and coaches. The grant is not available for scheduled bus service vehicles.

  • The business must have been registered at an address within the Bradford Metropolitan District prior to 26 September 2022 and at the time of grant application.
  • The business must own a non-compliant vehicle registered to the same address from prior to 26 September 2022 and at the time of application.
  • The vehicle must be ‘on the road’ i.e. the vehicle must be taxed, have a valid MOT’d and insured for the business purposes.
Grant funding cannot be applied retrospectively. Therefore, if you intend to apply for a grant or exemption please wait to hear the outcome before making any purchase decisions.
Grants are available for up to £16,000 per vehicle.
These grants will be awarded on a strictly first come, first served basis.

This funding can be used for the replacement or retrofit upgrade of an existing vehicle of the following types:

  • M3 Vehicles used for the carriage of passengers, comprising more than eight seats in addition to the driver's seat, and having a maximum weight exceeding 5000kg
  • N2 Vehicles used for the carriage of goods and having a maximum mass exceeding 3500kg but not exceeding 12000kg.
  • N3 Vehicles used for the carriage of goods and having a maximum mass exceeding 12000kg.

For clarity, where this information refers to the Clean Air Zone vehicle standard, for HDVs, the standard is that the vehicle must be either Euro 6 diesel, Euro 4 petrol, Euro 4 petrol/LPG conversion, Euro 4 petrol/hybrid, fully electric or hydrogen fuel.

Please note: replacement vehicle grants are only available for ‘like for like’ replacements. N2 tax class vehicles must be replaced with an N2 class vehicle and M3 class vehicles must be replaced by an M3 class vehicle. Grants will be refused where a replacement vehicle does not meet these conditions.

A single application is for one vehicle grant only. Applicants who wish to apply for more than one vehicle must complete an application form for each vehicle.

Eligibility for a Clean Air HDV Grant

To be eligible companies must have:

  • Own or lease Heavy Duty Vehicle(s) prior to 26 September 2022, meaning a HGV (N2 or N3) or coach (M3) that are not compliant with the Bradford CAZ emissions standards (minimum Euro 6 diesel). Some older alternative fuelled vehicles may be compliant with the Bradford CAZ standards.
  • Operate these non-compliant vehicles within the Bradford District
  • Have SME status defined as a small or medium enterprise with less than 250 employees and an annual turnover below £45m or a total balance sheet less than £40m

The following vehicles are out of scope and therefore not eligible for funding:

  • Compliant vehicles
  • Large Vans of N1 class or class M2 minibuses.

What evidence will I need?

Within the grant application you must provide evidence to show that you can meet the relevant eligibility criteria, including the extent to which your vehicle(s) are required to operate within the CAZ. This may include items from the below indicative list:

  • V5c for the non-compliant vehicle
  • MOT certificate
  • Valid insurance including business use
  • Business ID (for example, most recent accounts, latest business bank account statement)
  • Applicant ID (for example, passport or driving licence)

Exemptions for Bradford businesses

If a grant is not suitable for your business vehicles or you have several vehicles in your fleet you can apply for an exemption if you are a Bradford based business.

The programme allows local businesses to have up to 3 exempt vehicles with additional exemptions for specified vehicles and for organisations carrying out educational and charity work.
